GreenWave Environmental Solutions LLC — Newport Beach, California.
Hazardous materials and hazardous waste consulting for Orange County and California facilities.
Short answer
If your facility handles, stores, or uses hazardous materials including hazardous waste at or above California reporting thresholds, you generally need a Hazardous Materials Business Plan (HMBP) and must submit it through the California Environmental Reporting System (CERS) to your local CUPA.
What an HMBP is
An HMBP is a facility-specific plan that documents hazardous materials inventory, emergency contacts, site maps, and response procedures. It helps your facility and first responders understand what is onsite and how to respond safely.
Common triggers
Common triggers include storing or using hazardous materials at or above applicable thresholds, generating hazardous waste, or operating equipment such as generators that falls under reporting requirements.
Hazardous materials stored or used at or above reporting thresholds.
Hazardous waste generated, accumulated, or transported as part of operations.
Emergency generators, tanks, or other equipment subject to CUPA reporting.
Do not rely on memory—thresholds and local requirements can change, so confirm with your CUPA.
HMBP vs DTSC vs CUPA
HMBP: the facility plan and inventory submitted through CERS.
DTSC: California’s Department of Toxic Substances Control, which regulates hazardous waste.
CUPA: your local Certified Unified Program Agency, which administers and enforces applicable programs.
A facility can be in scope for more than one program.
